The Faculty of Public Health (FKM) at Universitas Sumatera Utara (USU) is the 10th faculty established at USU. This faculty was officially founded on October 21, 1993, based on the Decree of the Minister of Education and Culture of the Republic of Indonesia No. 0736/O/1993. Previously, the foundation of this faculty began with the establishment of the Undergraduate Program in Public Health under the Faculty of Medicine at Universitas Sumatera Utara, which was established through the Decree of the Director General of Higher Education of the Ministry of Education and Culture of the Republic of Indonesia No. 11/DIKTI/Kep/1985 on March 20, 1985.
History
1982
In Indonesia, initially, there were only 2 (two) Faculties of Public Health (FKM), namely the Faculty of Public Health at UI in Jakarta (1965) and the Faculty of Public Health at UNHAS in Ujung Pandang (1982). At that time, these two faculties were not able to produce enough Bachelor of Public Health (SKM) graduates to address the various health issues in Indonesia. Therefore, it was deemed necessary to increase the number of Faculties of Public Health in Indonesia, distributed across different regions, by establishing 3 (three) more faculties, namely the Faculty of Public Health at UNAIR in Surabaya, the Faculty of Public Health at UNDIP in Semarang, and the Faculty of Public Health at USU in Medan.
1983
On June 1, 1983, Dr. Does Sampoerno, MPH, arrived in Medan as a member of the "Consortium Health Sciences (CHS)" team to explore the possibility and plan for the establishment of the Faculty of Public Health (FKM) USU in Medan. The team met with the Rector of USU, the Dean of the Faculty of Medicine of USU, the Department of Public Health at the Faculty of Medicine of USU, the Head of the Health Office of North Sumatra Province, the Head of BKKBN (National Family Planning Coordinating Board) of North Sumatra Province, and finally reached an agreement that, with the support of various agencies, Universitas Sumatera Utara was willing and able to plan the opening of the Faculty of Public Health. This decision was also based on the existing potential at USU, both permanent and non-permanent teaching staff, which were considered sufficient. Furthermore, this was in accordance with Government Regulation No. 27 of 1981, Chapter III, on the Structuring of Faculties in State Universities, which stated that the Faculty of Medicine could be developed into a Faculty of Public Health.
To realize the establishment of the Faculty of Public Health, the Rector of USU, Prof. Dr. A.P. Parlindungan, SH, formed the Committee for the Establishment of the Faculty of Public Health, led by Dr. Bachtiar Fanani Lubis, the Dean of the Faculty of Medicine of USU, with Decree No. 334/PT05/SK/C.83.
1984
On August 27, 1984, the Rector of USU sent a letter No. 8523/PT05/C.84 to the Director General of Higher Education at the Ministry of Education and Culture to request permission to open the Faculty of Public Health (FKM) USU in Medan.
From September 26 to 30, 1984, a National Seminar on the S1 Public Health Curriculum was held in Malino, South Sulawesi, with the aim of standardizing the curriculum in general. Subsequently, from December 13 to 15, 1984, a National Seminar on the Management of Faculties of Public Health was held in Bandungan, Semarang. In this seminar, it was agreed that for the three newly established Public Health Study Programs, namely FKM USU, FKM UNDIP, and FKM UNAIR, prior to the opening of FKM USU, each Faculty of Medicine would be entrusted with managing the Undergraduate Program in Public Health (PSKM).
The basis for the opening of PSKM FK USU was the Decree of the Director General of Higher Education, Ministry of Education and Culture No. 11/Dikti/Kep/1985, dated March 20, 1985, on the opening of the Undergraduate Program in Public Health at the Faculty of Medicine of Universitas Sumatera Utara.
1985
On April 9, 1985, the Rector of USU, with Decree No. 186/PT05/SK/C.85, formed the management team for the Undergraduate Program in Public Health at the Faculty of Medicine of USU with the following composition:
Person in charge: Dr. Bachtiar Fanani Lubis
Head: Dr. Rozaini Nasution, SKM
Secretary of Academic Affairs: Dr. Nasap Sembiring, SKM
Secretary of Administration & Finance: Dr. Zainal Rasyid, SKM
Secretary of Student Affairs: Dr. David H. Simanjuntak
On July 31, 1985, the Rector of USU officially inaugurated the Undergraduate Program in Public Health at the Faculty of Medicine of USU (PSKM FK-USU). The curriculum for the Undergraduate Program in Public Health was aligned with the curriculum for the Undergraduate Program in Public Health (Decree of the Director General of Higher Education, Ministry of Education and Culture of the Republic of Indonesia No. 26/DJ/Kep/1983).
In the 1985/1986 academic year, the Undergraduate Program in Public Health at the Faculty of Medicine of USU (PSKM FK-USU) admitted 18 students from graduates of Academy programs (Nurses, Health Supervisors, and Nutritionists), who completed their studies on August 1, 1987. In the following academic year, 1986/1987, 17 students from academy graduates were admitted. In the 1987/1988 academic year, the program began admitting students from high school graduates through the SIPENMARU entrance exam, with a total of 58 students enrolled, consisting of 38 high school graduates and 20 academy graduates.
1993
Based on the Decree of the Minister of Education and Culture of the Republic of Indonesia No. 0376/O/1993 dated October 21, 1993, regarding the establishment of the Faculty of Public Health at Universitas Sumatera Utara, the Faculty of Public Health (FKM) of USU was established as the 10th faculty at Universitas Sumatera Utara.
